St. Luke's University Health Network infectious disease expert Dr. Jeffrey A. Jahre said that if a second wave of the coronavirus threatens to swamp hospitals in the coming months, the hospitals ― and not the government ― should make decisions on whether to continue with elective procedures and routine medical care.
