Pennsylvania Gov. Wolf to seek stay, file an appeal of court decision that shoots down public gathering restrictions

Gov. Tom Wolf's administration plans to file an appeal and seek a stay of a federal court's decision Monday that state-imposed shutdown orders that required people to stay at home and placed limits on public gatherings were unconstitutional.
