Commonwealth Court on Wednesday accepted Republican Nicole Ziccarelli’s appeal and ordered that, for now, Allegheny County cannot count more than 2,300 mail-in ballots without dates on their exterior envelopes. She's running against incumbent Democrat Jim Brewster.
