Allentown authority relieved to turn page on challenge of NIZ’s constitutionality

Leaders of the authority overseeing Allentown’s one-of-a-kind Neighborhood Improvement Zone on Wednesday celebrated the end of a five-year legal battle questioning the constitutionality of the taxpayer-subsidized downtown development district.
