Allentown police say man in video showing officer kneeling on neck was ‘noncompliant’; Black Lives Matter group rejects explanation

Allentown police have released a statement detailing some of the circumstances leading up to the restraint of a man outside St. Luke’s Hospital-Sacred Heart on Saturday, during which video captured an officer kneeling on the man’s neck.
